Located on a former Department of Defence Naval Stores site on the Parramatta River, near Silverwater Road Bridge, the master plan for this 20 hectare site was one of the first major master plans under NSW State Environmental Planning Policy No. 56 where the Minister of Planning was the consent authority.

The master plan provides for 600 to 650 dwellings. Eleven building types provide for a range of accommodation, including free standing houses, town houses, apartments and terraced waterfront apartments. Recalling the pattern of the former Defence stores buildings perpendicular to the river, strips of parklands extend into the site from the foreshore park. This arrangement opens river views to the maximum number of dwellings and provides a varied built edge to the river.

Most notably the master plan achieved 100 per cent community support following a programme of thorough community consultation. The plan is considered a model planning process in the Parramatta DCP.
